CARLSBAD ---- The city has hired a new communications manager.

Kristina Ray, who most recently worked for the San Diego public relations company Katz & Associates, will start work Nov. 17, the city said.

She will replace Denise Vedder, who resigned in May.

Ray, a Carlsbad resident, will oversee the city's Web site, manage special events, organize city publications and speak with the news media on various issues.

At Katz & Associates, Ray worked with public agencies on projects related to land-use planning, utility rates and sites for new facilities, among other matters. She has also been a North County Times columnist and has taught public relations classes at San Diego State University.

She has a master's degree in communication from that university and a bachelor's degree from the University of San Diego.
